TLU scholarship for students with special needs
TLU scholarship for students with special needs is meant for students with severe or profound mobility, visual or hearing impairment. The scholarship can be applied for once every academic year, within the period of 15 February – 1 March.
The purpose of the scholarship is to support the students from this target group in their degree studies and to secure support through adjustments and special conditions.
A special need may be the cause for additional costs to be able to access studies and this refers to mental as well as physical costs. For example, you may need a a fee-paying service, supportive device, adjustment of study materials or a special programme, you wish to go on studies abroad, you need to participate in a fee-paying course or additional learning etc.
In your application form explain how the scholarship will support your studies. There is no need to provide evidence for additional costs.
The conditions of the scholarship for special needs is based on the relevant Order.
Students may apply for the scholarship starting from their first year of studies if they:
- are citizens of Estonia or residing in Estonia on the basis of a long-term or temporary residence permit or permanent or temporary right of residence or staying in Estonia on the basis of a visa, or visa-free in the cases where a treaty for visa-free travel has been established or in the case of waiver of the visa requirements and have applied for temporary residence permit for studies;
- have a valid certificate from the Social Insurance Board to prove their mobility, visual or hearing impairment with the degree of severity of the disability established as severe or profound;
- are students on the first or second level of higher education and apply for the scholarship during the nominal duration of the study programme for the times corresponding to the number of years of the nominal duration. For example, being a Master’s level student where the nominal duration of the study programme is two years, the learner can apply for and receive the scholarship twice.
- have the weighted average grade (WAG) of at least 2.000.
Granting the scholarship:
The first ranking list is compiled on the basis of study results, taking into consideration the completion of the study load of previous semesters as required by the study programme and the WAG. The ranking lsit is compiled on the basis of the multiplication if this data.
Before submitting the application, please make sure all the necessary study results are on the transcript. If you notice any issues, turn to your study counsellor before the deadline for submitting the application.
If the study results are equal, the ranking list is compiled by taking the following criteria into consideration:
- access to studies requires constant additional costs;
- the student has discussed the necessary adjustments with the counsellor for students with special needs for achieving the learning objectives;
- the student is actively involved in the work of the community or in civic activity.
The evaluation sheets compiled on the basis of all data are reviewed by the committee and the recipients of the scholarship are determined by March 20 the latest. The scholarship is paid within the month of March.

The counsellor for students with special needs enters the data into SIS.
